Wastewater Discharge Resource Consent Applications

 

For catchments: Mangere, Massey Road and Favona

The wastewater network servicing the Manukau area is made up of two distinct systems, the Watercare Services Limited trunk sewers (large pipes) and Manukau Water Limited’s local collection system. Manukau Water’s network collects wastewater from households and industries and delivers it to the Watercare trunk sewers where wastewater is conveyed to the Mangere Treatment Plant (owned by Watercare Services Limited) for treatment and disposal.

In April 2003, Manukau Water was granted two wastewater discharge consents for its whole collection system. These consents set the framework to progress 35 individual catchment discharge consents throughout Manukau City.

Each year, we progress individual catchment consents with the aim of minimising the potential for wastewater overflows. This is a part of future growth plans leading up to 2051.

We are applying for discharge consents for the larger Mangere area shortly. Within this area are the catchments of Mangere (16), Massey Road (17) and Favona (18). Manukau Water aims to improve the wastewater network in the Mangere area to a new high benchmark - a once per year storm containment standard.

System Problems

Potential Improvement Options

Potential improvement works were developed for the identified network problems. The improvement works are shown on the “Potential Improvement Options” map and take into account the interface between the Manukau Water Limited and Watercare Services Limited trunk sewers.

The following improvement works are scheduled to be implemented between 2011-2014. Before the listed works are implemented, Manukau Water Limited will consult the directly affected neighbours and other affected parties.

Mangere (Catchment 16) Replacement Works

This catchment complies already with the required high containment standard. However Manukau Water Limited will carry out the following work as part of its replacement programme.

Significant pipe upgrading along Bader Drive.

Massey Road (Catchment 17) Improvement Works

A major upgrade programme is already underway within the catchment. This programme involves the decommissioning of the existing Manukau Water Limited Tidal Road Pumping Station, Henwood Road Pumping Station and their respective rising mains. The upgraded system will include a new gravity line between Henwood Road and the new Watercare Tidal Pumping Station next to the existing site. Watercare recently completed the construction of a new rising main and the joining Mangere South East Branch Sewer. The rising main will take the flow from the Tidal Road Pumping Station to the Mangere South East Branch Sewer, which discharges into the Eastern Interceptor in the north of the catchment.

MA 1

Construction of 850 metres of Ø150mm pipe from Royton Avenue to Buckland Road and along Buckland Road to relieve the existing system.

Construction of 800 metres of Ø300mm pipe along Buckland Road to the Watercare Services Limited trunk pipeline to relieve the existing system.

MA 2

Construction of 520 metres of Ø150mm pipe from the corner of Imrie Avenue and Tranent Road to Fresian Drive, along Fresian Drive to Ashgrove Road to relieve the existing system.

MA 3

Construction of 480 metres of Ø225mm pipe from the corner of Heyford Close and Mascot Avenue, to the western end of the Ashgrove Road reserve, through to the rear of Paine Place to relieve the existing system.

Construction of 210 metres of Ø300mm pipe from the Massey Road pumping station through to the new Watercare Services Limited rising main.

Favona (Catchment 18) Improvement Works

FA 1

Construction of 380 metres of Ø225mm pipe along the northern end of Tennessee Avenue to the reserve at 200 Tennessee Avenue to relieve the existing system.

Construction of a 250m3 storage tank in the reserve behind Blake Road and Tennessee Avenue.

FA 2

A sewer realignment involving construction of 70 metres of Ø150mm pipe from James Fletcher Drive across the road to pumping station No 4 at 191 James Fletcher Drive.

Upgrading of pumping station No 4 at 191 James Fletcher Drive.

System Performance of the Improved System

The catchment network models show that after the system improvement works are implemented, there will be no overflows during a 1 year ARI design storm event[1] for all three catchments. The improvement options will deliver this high containment level for the existing and future population [refer to catchment 17(fig.7), catchment 18(fig.7) and catchment 16(fig.15)].
